Regular Meeting
September 23, 2004

CALL TO ORDER
Chairman Donald Struck called the meeting to order at 6:00pm

ROLL CALL
Present:     Donald Struck, Dale Connell, Jason Spadaro, Russ Rasmussen, Joan Frey, Dan Gunkel, Mark Sigfrinius, Wayne Vinyard, Miland Walling, Jeff Eiesland

INTRODUCTION OF GUESTS
Chairman Don Struck introduced and welcomed the guests.

CHANGES OR ADDITIONS TO THE AGENDA
Miland Walling asked to present a CERB Meeting Update. The Meeting and tours of Klickitat and Skamania were very successful. The CERB members were pleased with Klickitat County’s use of CERB funding.

APPROVAL OF MINUTES
Mark Sigfrinius made a motion to approve the minutes of the May 27, 2004 meeting, Joan Frey seconded the motion. Motion passed.

ACTION ITEMS
Energy Overlay Zone: Dana Peck reported on the 9/20/04 public hearing. A second hearing is scheduled for 11/15/04. Jason Spadaro questioned who speaks for land owners in unincorporated areas who do not live on the land. There was a discussion on public outreach possibilities to educate county residents. By consensus the EDA members recommended the Economic Development Department and Board of County Commissioners develop a public outreach process to educate and ask opinions of the EIS and EOZ process. Don Struck asked for public comment from the guests present, there was no public comment. Dana Peck also updated the EDA on the Big Horn and Windtricity wind projects.

Columbia River Initiative: Dana Peck reported on the inter-governmental agreement with Benton County to address the process for allocating water rights in the John Day and McNary pools. Russ Rasmussen stated an audit of current Klickitat County water rights would be a good idea.

Community Wildfire Planning: Dana Peck updated the EDA on the process to work jointly with Skamania County to form a community based umbrella wildfire plan with each community addressing issues specific to their community. At the Klickitat County Interagency Fire Association meeting a DNR representative endorsed the process.

Marketing: Dana Peck reported there is a lot of interest in Klickitat County. Nothing definite at this time. He suggested Klickitat County might want to expand its marketing activities.

Dallesport Airport: Dana Peck reported that municipal water rights lost in the 1970’s have been recovered. Discussion on the process to abandon one runway. The FAA has not funded that runway for 15 years. Airport staff and volunteers have maintained it. Proposed plan makes the area eligible for FAA funding. Any funds generated by activities or hangar rental go into Airport operations.

Dallesport Master Plan: The advisory board selected a contractor. The contractor’s first project cost estimate of $600,000 was not acceptable. A second proposal of $280,000 is still not acceptable. Dana asked the EDA to consider doing a phased project by starting with a sample area. A discussion followed on the advantages of developing the Port area or the Airport industrial area.

**Wayne Vinyard excused himself from the meeting at 7:30pm.

Community Projects: The City of Bingen submitted a request that their 2004 Community Development Grant funds be allowed to be carried over to 2005 to accommodate the County Public Works schedule. Jason Spadaro made a motion to carry the City of Bingen’s 2004 Community Development Grant funds over to 2005; Dale Connell seconded the motion. Motion passed. Discussion on possibility of county-wide project for Seifert Softball field in Goldendale. The City of Goldendale will submit it as a project.

WACERT: The Klickitat School district asked to have their Community Center project placed on the WACERT to allow them to apply for a CDBG Planning Grant. Mark Sigfrinius made a motion to place the Klickitat Community Center on the WACERT; Dale Connell seconded the motion. Motion passed.

Mt. Adams Ski Resort: Jason Spadaro reported on the Mt. Adams Ski Resort proposal now before the Yakima Nation.

NEXT MEETING
The next regular meeting of the EDA will be November 18, 2004 at 5:30 in the Commissioner’s Chambers at the County Courthouse in Goldendale.
