Klickitat County Planning Department Withdrawal of Mitigated Determination of Non-Significance; and Determination of Significance and Scoping Notice Sundoon Destination Resort Project - Dallesport Notice is hereby given that Klickitat County has withdrawn a previous Mitigated Determination of Non-Significance (MDNS) and issued a Determination of Significance (DS) and Request for Comments on the Scope of Environmental Impact Statement (EIS) on January 4, 2010. PROJECT LOCATION: The DS is for a master planned resort development proposed for location in Dallesport, Washington on approximately 540.58 acres, located east of the Columbia Gorge Regional Airport and west of US Highway 197. BACKGROUND INFORMATION: On December 27, 2007, Klickitat County issued an MDNS, as SEPA Threshold Determination No.SEP2007-54. Columbia Riverkeeper appealed the MDNS SEP2007-54 on January 11, 2008, and the applicant has subsequently modified the scope of the proposed project. As a result, Klickitat County has withdrawn the MDNS and issued a DS for the project. APPLICANTS AND PROJECT DESCRIPTION: Roseland Properties LLC has submitted application materials for adoption of a Master Plan and other permits associated with Sundoon, a destination resort, (the ¡§Project¡¨). The Project will include the following development features: „X The Vineyards, located on the north side of the property with up to 134 lots for Single Family Residential construction. „X The Village, located on the northeast side of the property adjacent to the Vineyards will include up to 100 townhomes, with trails and other pedestrian amenities. „X Adjacent to the Village Townhomes there will be a 15,000 square feet (SF) community center and approximately 25,000 SF of Commercial District. „X The Meadows will be located south of the Village with 90 townhomes and a 3,500 SF community center. There will also be up to 20,000 square feet of Commercial District within the Meadows site. „X The Bluff will be the southernmost development. The Bluffs will have a 66,000 SF hotel with maximum capacity of 100 units, a 23,000 SF conference center, 10,000 SF of Commercial District, and 80 townhomes. There will be a 5,000 SF community center associated with the 80 townhomes of the Bluffs. „X There is to be an 18-hole links-style golf course, with practice driving range. The course will have support buildings, cart barn and clubhouse with pro shop; as well as related retail for the operation. The golf support center and the golf course will be on property leased from the Columbia Gorge Regional Airport and will include construction of a new access road. „X A 250-unit self storage facility, which will have both surface and covered/enclosed storage. This will be a secure area and is located at the north end of the development. „X Up to three swimming pools. These pools will be in conjunction with the recreational facilities of the residential development. „X Associated parking, roads, trails and utility infrastructure; and an internal road system that will link the residential development of the Village and the Meadows and the Bluffs. This connection will parallel US 197. „X Approximately 22 acres of wetlands and conservation area with walking trails and interpretive signs. „X Approximately 450 additional acres of open space which includes the public golf links and 52 acres of undeveloped flight protection area. All references to acreages in this application are approximate and are subject to change based on design modifications, final survey work, and County review. The Applicant has elected to prepare an EIS for the project. Three Alternatives will be addressed in this EIS: (1) The Project, known as ¡§Sundoon Destination Resort Project¡¨; (2) A reduced build out of the project representing the lower range of residential and commercial units; and (3) No Action ¡V no government action, the proposal does not occur. The EIS is likely to include the following topics: project description, land use, vegetation and wildlife, wetlands, water resources, visual resources, cultural resources, geology, air quality, noise, transportation, public safety, public services and utilities, and construction. SCOPING NOTICE: Agencies, affected tribes, and members of the public are invited to comment on the scope of the EIS. Project plans and details, the completed application, copies of the DS and Request for Comments on Scope on EIS are available for review at the Klickitat County Planning Department during normal business hours. Additional project information, including a conceptual site plan, is available online at http://www.klickitatcounty.org/Planning/. Comments on the scope of the EIS will be accepted until 5:00 p.m. January 28, 2010. Comments shall be submitted to the Klickitat County Planning Department, 228 West Main, MS: CH-17, Goldendale, WA 98620. APPEAL PERIOD ENDS: January 22, 2010. Any appeals of this decision are to be filed under the County SEPA ordinance¡¦s provision for appeals of threshold determinations. Any appeal is therefore due no later than fifteen days from date of publication, that is, on January 22, 2010. Appeals shall be in writing and filed with the County auditor. Appeals shall state with specificity the basis for the appeal and the errors to be asserted to the board.
