The March 12, 2012 meeting was called to order by Chairman Jim Keightley at 7:10pm.

ROLL CALL:

OPEN PUBLIC COMMENTS:
None.

APPROVAL OF MINUTES:
Minutes of the February 13, 2012 meeting were reviewed by the Board. No corrections needed. Chairman Jim Keightley approved minutes.

APPROVAL OF PAYROLL:
Secretary Courtney Bridgefarmer advised the Board that the payroll for February was reviewed and signed off. No issues at this time.

BILLING VOUCHER:
Secretary Courtney Bridgefarmer Member Mark Sigfrinius, seconded by Vice-Chairman Billy Gross. All in favor, motion carried.

BUDGET REVIEW:
Secretary Courtney Bridgefarmer reported that the February 2012 budget report is not out yet and will present it at the next month's meeting.

OLD BUSINESS:
Archives – Secretary Courtney Bridgefarmer reported that she still has not received any records retention schedules for our documents from the Prosecuting Attorney's Office.

NEW BUSINESS:
KCSO letters/updates – Secretary Courtney Bridgefarmer reported that she has not received any letters or updates from KCSO to present.

Dispatch New Department – Secretary Courtney Bridgefarmer reported that the Chief Communications Deputy, Robert Allen, emailed reporting that the Board of County Commissioners are talking about removing the communications department of the Sheriff's office into their own department under the Board of County Commissioners. This would take place with the new development of the communcations building. Secretary Courtney Bridgefarmer reported that she forward the email to Lori Hoctor, Prosecuting Attorney for advice as to if this were to happen, if the employees in the Communications department would be covered under Civil Service. Lori Hoctor's answer was probably not. The board will continue to be aware of this possiblity but will wait for further clarification from either Lori Hoctor or the Board of County Commissioners.

Exam Scoring – Secretary Courtney Bridgefarmer reported that after the board decided to end the services with Public Safety Testing, we also ended using Oral Boards as a testing method. Two of the three board members were not present at the meeting in which they approved dispensing the Oral Boards (one member is a recent elected member). After much discussion of the idea of removing Oral Boards, the board all agreed with not having Oral Boards as a testing method. When we were using Oral Boards the testing method was as follows: 10 points for passing the physical agility exam, 60% of the written score and 30% of the oral board scores (these were for Deputy and Correction positions only) and for other testings that did not need physical agility exam the scoring method was 60% of the written score and 40% of the oral board scores. Now that we no longer use Oral Boards, the board needs to decided on a new scoring method for positions with physical agility and ones without. Chairman Jim Keightley entertained a motion to set the new exam scoring method at 70% written score and 30 points for passing the phyiscal agility exam. Chairman Jim Keightley then amended the motion to read for Deputy and Correction Officer positions and then for all other positions that do not require a physical agility to use 100% of the written score as their overall score. Vice-Chairman Billy Gross motioned to approve the new scoring as 70% written score and 30 points for passing the physcial agility for positions Deputy and Corrections and then all other positions that do not require a physical agility to use 100% of their written score as their overall score. Motion seconded by Member Mark Sigfrinius, all in favor, motion carried.

OTHER BUSINESS:
None.

With no further business to be addressed meeting stands adjourned at 7:31pm.
