Call to Order/Roll Call

Morning Workshop Session – Tuesday, August 31, 2010

 

Chairman Rex F. Johnston called the meeting to order at 10:00 AM. Commissioners present: Ray Thayer, David M. Sauter and Rex F. Johnston.

 

 

Workshop Session Agenda

 

 

10:00 AM – Public Works Department Update

Attendance: Public Works Director Gordon Kelsey, Assistant County Engineer Jeff Hunter and Equipment Supervisor/Interim Emergency Management Director Steve Nygaard.

 

 

Equipment Supervisor/Interim Emergency Management Director Steve Nygaard provided an update on the fire in the Lyle area, noting that as of this morning it is 85% contained.

 

 

Public Works Department Director Gordon Kelsey presented a department update which included a review of Consent Agenda items and an update on 2010 Construction Program projects, road maintenance projects which included wind development projects, and upcoming facilities events.

 

 

Director Kelsey requested and received approval to add-on an item to the Board’s afternoon Agenda under Unfinished Business concerning the closing documents for the purchase of property for the Radio Project expansion.

Sheriff Rick McComas: Department reorganization and administrative appointments

 

11:00 AM – Elected Officials Report

Attendance: Sheriff Rick McComas, Administrative Services Director Glen Chipman, Personnel Manager Randi Post, Goldendale Police Chief Rick Johnson and KLCK News Director Rodger Nichols.

 

The Board had a discussion concerning the appointment of Jolene Kallio to the Undersheriff position and Pat Kaley to the Chief Criminal Deputy position, with Sheriff Rick McComas providing clarification and justification for his appointments and their proposed salaries.

 

 

Personnel Manager Randi Post presented a 2010 comparable wage study of Commissioned Undersheriff and Chief Criminal Deputy positions for the Sheriff’s Office restructuring with a 2011 cost out of wages proposed by the Personnel Department Vs. the Sheriff’s proposed wages, noting that the Personnel Department’s proposal would be a savings of $4,134 where the Sheriff’s proposal would be an increase of $9,317 to the 2011 budget.

 

 

Following discussion, Sheriff McComas provided Skamania County Sheriff’s wages that had not previously been available from Skamania County and were not used in the comparable wage study of elected officials and requested Board consideration to include the new information when making their decision regarding wage increases for elected officials for 2011.

 

 

Following further discussion, Sheriff McComas requested Board support for his appointments of Jolene Kallio to the Undersheriff position and Pat Kaley to the Chief Criminal Deputy position and the proposed organizational changes for the Sheriff’s Department and to support the correction of the elected officials comparisons to show Skamania County Sheriff wages as used for all other elected officials.

Public Meetings/Public Hearings/Bid Openings

Public Meeting: Consider approval of alteration of Lot 2, SP84-03, Short Plat No. SPL2010-07; Applicants: Dickey Farms and Robert Dickey

 

Approved (M/Sauter, S/Thayer. Passed unanimously): Short Plat SPL2010-07, which alters Lot 2 of SP84-03 and grant final approval, Applicant: Dickey Farms and Robert Dickey.

Assistant Planner Crista Schroder stated that Short Plat No. SPL-2010-07 is a short plat creating 3 lots, re-dividing Lot 2 of Short Plat SPL84-03. Pursuant to RCW 58.17.215, any short plat which is an alternation of a previously subdivided property must be reviewed by the Board of Commissioners for final approval.

 

Assistant Planner Schroder stated that an administrative review had been completed and that signatures had been obtained from the Road Department, Health Department, Treasurer and the Planning Department, noting that all conditions attached to preliminary approval have been met.

 

 

Consent Agenda

 

 

Approved (M/Sauter, S/Thayer. Passed unanimously): the Consent Agenda.

1) Intergovernmental Agreement (C24010) between Klickitat County (Prosecutor’s Office) and Mid-Columbia Council of Governments (MCCOG) –dba- Six Rivers Community Mediation Services for the purpose of providing community medication services for county citizens and organizations.

 

*

2) Resolution No. 11810 appointing Jerry Smith to an unexpired three (3) year term on the Klickitat County Board of Equalization representing Commissioner District No. 1, effective August 31, 2010 and expiring June 30, 2011.

 

*

3) Request received from Rural Fire District No. 3 (Husum) for a waiver of the $30.00 building permit application fee for installation and placement of a 30,000 water storage tank in the Snowden Road area.

 

*

4) Personnel Authorization for emergency hire of a Clerical Administrative Assistant I part-time position in the Auditor’s Department at Grade 34, Step 1.

5) Memorandum of Understanding between Klickitat County (Public Works Department) and Council 2, Washington State Council of County and City Employees representing Klickitat County Road/Survey Crew Employees and Road Department Supervisors. Effective August 1, 2010, it was acceptable to all parties to compensate employees in the Klickitat County Road/Survey Crew classification an additional five percent (5%) of their hourly rate for working outside their classification when they are assigned to work in the Klickitat County Road Department Supervisor’s classification.

6) Grant Agreement (C24110) No. 10-64100-022 between Klickitat County (Economic Development Department and the Washington State Department of Commerce, Local Government and Infrastructure Division for the purpose of providing $200,000 in Community Development Block Grant General Purpose Grant funding to establish and implement a revolving loan fund for micro-enterprises with Mid-Columbia Economic Development District.

7) Memorandum requesting and authorizing the County Treasurer to release $15,000 which was deposited with the Treasurer’s office in association with two (2) conditional use permits to authorize exploratory natural gas well drilling, which is being held in the Planning Commissioner Trust to Delta Petroleum Corporation. The permits have been approved by the County, Delta has reimbursed the County for all processing cost, and there has been no appeal.

8) Proclamation declaring September 11, 2010 as “9-1-1 Day” in Klickitat County and urging all residents to take the time to recognize the importance of 9-1-1 service to our health and safety and in offering thanks to the many public safety providers on whom we rely every day.

9) County Property Lease Agreement (C24210) between Klickitat County (Public Works Department) and Mid-Columbia Children’s Council, Inc. to lease the west half of the Dallesport Community Center which includes the kitchen area for the Head Start Education Program, for the sum of three hundred dollars ($300) per month, effective September 1, 2010 to May 31, 2011.

10) Notice to Contractors and Scheduling of a Bid Opening for 1:30 PM on Tuesday, September 21, 2010, for the “Repair Sidewalks Goldendale Project” NC109.

11) Resolution No. 11910 in the matter of Wage Study results for Klickitat County Elected Officials to bring the Klickitat County Clerk, Treasurer, Auditor, Assessor, and Sheriff elected officials salaries to the same level of comparables counties as was provided for all other Klickitat County employees, effective 2011 as follows: Clerk, Treasurer, Auditor and Assessor: $55,118; Sheriff: $68,298; Prosecuting Attorney base salary will remain the same as 2010; And Resolution No. 12010 in the matter of implementing the wage study findings for the Klickitat County Commissioners base salaries as follows: Commissioner District #2 Position: effective January 1, 2011 $51,966; and (per Resolution #15998 – 2.5% yearly increase) January 1, 2012 $53,265 and January 1, 2013 $54,597; Commissioner District#1 and 3 positions: effective January 1, 2013 $54,597.

12) Purchase Reimbursement Agreement (C24310) PRA11001 between the Washington State Administrative Office of the Courts (AOC) and Klickitat County (District Courts) for the purpose of reimbursing the funds for the purchase of four (4) Desktop computers and four (4) monitors. AOC will reimburse up to $700 for each Desktop computer and $200 for each monitor, or the actual cost, whichever is lower.

13) Settlement Agreements for the acquisition of required right-of-way for the purpose of reconstruction of a portion of Hale Road, County Road No. 46180 between Klickitat County (Public Works Department) and the following individuals:

  • (C24410) James Lin 2.63 Acres & Improvements Parcel No. 05-21-1300-0007/00
  • (C24510) James Lin 3.80 Acres Parcel No. 05-21-1500-0002/00

14) Contract Agreement (C24610) and Contract Bond between DeAtley Crushing Company, Inc. and Klickitat County (Public Works Department) for the 2010 Matsen Quarry Crushing Project, WP44 for a total bid price of $955,335.00.

15) Contract Agreement (C24710) and Contract Bond between Central Washington Asphalt, Inc. and Klickitat County (Public Works Department) for the 2010 Chip Seal Project, (CRPs 279,288 & 301) for a total bid price of $634,803.00.

16) Letter and Grant Agreement (C24810) (AIP Project NO. 3-41-0059-008) between Co-Sponsors, The City of The Dalles, Oregon and Klickitat County, Washington and the United States of America (acting through the Federal Aviation Administration) for the purpose of providing $99,991 in grant funding to conduct a miscellaneous study to evaluate the pavement conditions of Runways 12/30 and 7/25 and to develop a capital improvement plan for the Columbia Gorge Regional Airport.

 

 

Unfinished Business

 

 

Approved (M/Sauter, S/Thayer. Passed unanimously): Signature authorization for the Closing documents for the Purchase of Real Property for the Radio Project expansion from Charles and Ruth Sleater.

 

 

Elected Official Report/Update

County Auditor Brenda Sorensen: Discuss alternative work schedules for office employees which lapsed effective August 27, 2010

 

Attendance: County Auditor Brenda Sorensen, Chief Deputy Auditor Pam Pimley, Personnel Manager Randi Post and Administrative Services Director Glen Chipman.

The Board had a discussion concerning the renewal of alternative work schedules within the Auditor’s Office, with County Auditor Brenda Sorensen reporting that three (3) of the positions found they needed more time to get their daily work completed and a ten (10) hour work day has been very productive in that more work can be completed in hours the office is not open, thus needing a ten (10) hour work day – 4 days a week; Three (3) other positions were able to complete their daily work within the reduced work week of four (4) - 9 hour days, and one (1) position has chosen to go back to five (5) – 8 hour days per week, noting that she would like to propose that the alternative work schedules be approved.

 

 

Approved (M/Thayer, S/Sauter. Passed unanimously): Alternative Work Schedules for the Payroll Deputy, Accounts Payable Deputy and Deputy Auditor positions allowing a flexible work schedule to work four (4) - 9-hour days per week and the Chief Deputy Auditor, Elections Administrator and Deputy Auditor positions allowing a flexible work schedule to work four (4) – 10 hour days per week within the Auditor’s Office.

Prosecutor’s Update

 

Prosecuting Attorney Tim O’Neill noted he had no items of a general nature for discussion in open session.

Executive Session – Pending and Potential Litigation

 

The Board convened into Executive Session at 1:55 PM with Prosecuting Attorney Tim O’Neill in accordance with RCW 42.30.110(1)(i) to discuss potential and pending litigation. It was noted that the executive session would last for ten (10) minutes.

The Board reconvened back to Regular Session at 2:05 PM.

 

 

The Board had a discussion concerning a Washington State Attorney General “Counsel for the Environment” assistant and his comments regarding a draft environmental impact statement concerning the proposed Whistling Ridge Energy Project to be located in Skamania County, with Economic Development Director Michael Canon requesting and receiving Board approval to represent Klickitat County as a supporter of the project at the pre-hearing conference scheduled in Olympia on Wednesday, September 01, 2010.

 

 

Following discussion, Prosecuting Attorney Tim O'Neill received Board support to submit a public records request concerning all documents associated with the Attorney General Assistants comments.
